For the money, the St. Pete's are good horns. Their price new is great, and no horn of similar quality that I have found sells for as low of a price. I have found them to be intonationally challenged however, and the clock-spring valves assemblies (found on the ones sold by Die Tuba) are suspect at best. The appearance of the horn also leaves a bit to be desired, but that is attributable to how the horns were designed (in the Soviet era). If your heart is set on a new horn, they are a good buy for the price. If you're willing to go used, you probably can get a better horn horn.
