I believe that this is intended as an orchestral mouthpiece. The ingraving stands for "Tuba Exchange- Rose Model." Mr. Rose was the tubist of the Houston Symphony for many years, and his mouthpieces are used very frequently. I have not tried one of them, though, so I can't give you a judgement.
