I play in a brass band in England we have 2 EEb & 2 BBb tubas,always one of the BBb plays down the octave and pedals most things.I find that the whole band playing fortissimo still does not drown out the pedals, they seem to resonate through.
So don`t worry to much,but practice pedals on scales and pieces you will find they improve a hell of a lot,slowly but surely you will notice the difference of tone colour and strength.Good luck.
