Yeah, it certainly is strange looking. I have a tendency to believe that at one time it was disassembled and whoever reassembled it put it back together wrong. If the valve cluster and leadpipe were put on the backside of the horn then the leadpipe would be in the correct position. Of course it's impossible to tell just by looking at the pictures.
