The danger of hurting the baby teeth would be the minor concern for me. The only problem in that connection would be, that a kid of 5 years with an established embouchure (not a creature often found) would run into problems through the shifting of front teeth.

Conventional wisdom over here has young kids starting on Eb alto horns. Medium embouchure, low resistance, held rather close to the body (especially with the topvalved models used here).

At the German section of a net market well known in the US, somebody is auctioning off a number of valveless alto horns under the term of "fesche kleine Tuba für gewichtige Töne" (almost: funky little tuba for punchy notes). I am not an endorser, just mentioning it in this special context.
