Assuming you're well hydrated (nice, clear urine!), your lips should only get dry/chapped from some external drying agent like strong winds, cold temperatures, dry indoor heating systems, etc.
I don't put anything on my chops when I play, but during winter I'll occasionally do a night-time treatment of Vitamin E. Its cheap, non-greasy, and is completely absorbed. One 200 I.U. capsule is plenty for both lips and a bottle of 100 lasts me years.
