The only reason to stuff anything down the bell is to keep the bell rim away from the end of the case, especially if the tuba can move lengthwise in the case. I've seen some top pros use a styrofoam piece shaped like the inside of the bell+ the distance to the end of the case for this purpose.
When headed to Europe or back, I like to take a soft backpack, and stuff it and clothes into the bell if needed. While in Europe, I can carry clothes in the backpack instead of a suitcase, pull the tuba, and still have a free hand. What a deal.
By the way, I would recommend never transporting your tuba and its valves separately. That is just asking for trouble. If one is really concerned about piston stems getting bent, just remove the springs, remove the finger buttons and top caps, and install the springs under the top caps. This will gently but surely hold the pistons down without getting tape goo on your tuba.
