I was taught that the quality of tuba sound is affected by, in reverse order of significance:

1. The Horn(s)
2. The Mouthpiece(s)
3. The Player(s)

There may be merit to the notion of equipping a British-style brass band with BBb and Eb Bessons across the board, with all players using the same model mouthpiece.

But Black Dyke, Fodens, and the other top British Brass Bands would all sound superior with mixed F and CC tubas than a garden-variety band equipped with identical BBb and Eb horns.

The point: The uniformity of tuba equipment is minuscule in importance compared to the proficiency of the players, rehearsal time to perfect "ensemble" playing, etc.
