I've done this kind of work. It's not actually "re-tapering", but replacing branches that aren't the right taper. So essentially it comes down to constructing tuba components. If your metalworking skills (hard-soldering, fine hammer work, etc.)are good, you're not afraid of working with lead or pitch, and you have a 'seat o' the pants' type of acoustic hunch at your command, this should be a walk in the park.
