Your son is to be congratulated. This award is indeed an honor bestowed by thr local band director or via some other process determined locally.
As a former High School Band Director, I purchased these awards from the company that publishes "The Instrumentalist" magazine. The Sousa Award went to the outstanding senior in the concert band. For the Outstanding Jazz musician we awarded the Lois Armstrong award. There may have been a way in which to record the winners in some sort of national archive, but I never did. Of all the awards we would give out at the end of year banquet, the Sousa and Armstrong awards were the most prestigious.
