I haven't seen anything that specifically showed you could get a 20" bell on a 2XJ, but I'm sure it could be ordered. All the catalogs make some reference or another to 'discussing your requirements' or something similar for custom work and options. Widely flaring bells are typically American, from the early part of this century. The bells on European horns have traditionally been much smaller, and are to this day. Even the York copies have smaller bells than the big 6/4 Conns and Holtons of the old days.
