My upright bell, from a 1967 21J, is also 24". All of the 2XJs that I have seen have had the 24" bell, unless they were non-factory jobs. It appears to me that the 24" bell was the most common. When I see a 2XJ with a smaller bell it just looks out of proportion to me. The 24" bell seems to fit the scale of the horn.
