Rebuilding rotors is a very involved process and should only be done by a great repair shop with copper and hard nickel plating ability in house. To rebuild a rotor it must be platted with copper then lapped in repeadedly until all surfaces are worn evenly. Sometimes this can mean plating and lapping the rotor a dozen or more times. When the rotor is finally worn evenly it is lapped once more and then plated with hard nickel and then lapped in. If it still wears evenly it is done if not it needs to be plated and lapped again. In some cases a repair tech could spend more than a day per valve. Good tuba rotor rebuilds will start at around $200 per valve and will be much more if the valves are very loose. A lot of shops can attempt this but few will take the time to do it right. Make sure they plate in house if not your valves will spend more time being shipped than being worked on and will probably not end up as tight.
