I think it is called a "half-cover".

At least in earlier times it was widely used by the low brasses in British military bands with colours matching or contrasting those of the various regimental uniforms. There are flaps allowing to take the water out of the various slides and water valves. The material was/is a synthetic leather with fabric on the inside.

When I was most recently close to a British military band, the low brass players used a different system to protect their instruments from scratches and their uniforms from being stained by their instruments. The "button" area of their uniform jackets was covered by an upside-down trapeze made out of the same woollen(?) fabric and in the same colour as those of the jackets. The fastening system of that trapeze was quite discrete. The jackets looked rather neutral and non-military, when the instruments were not in playing position.
