That's one of my daughters old "house socks" from when she was little. The white stuff is that non-slip rubber stuff that came applied to the bottom of the sock. I have found that the DEG pad get's kinda grubby after a while, so I started using the sock to cover it up. The non-slip sock is easily removed and laundered when necessary. Also adds a bit more padding I guess.
