The situation I'm in "lets" me steal from others. But I don't.

As for God's forgiveness, if you believe the Bible, "if we confess our sins, God is faithful and just to forgive us our sins...." I am a recipient countless times over of that grace.

I'm on board for personal forgiveness, except that I have nothing to personally forgive. After he pays his debt, I'd be willing to talk tubas with him, or even to hire him -- as long as it didn't put him in a situation where he could steal from me or my customers. And I'd be watching him, moreso than someone who hadn't stolen. That's not unforgiveness, that's just recognizing that crossing a moral boundary is easier after the first time. And there is NO way I'd buy anything from him.
