When you are playing jazz, you just avoid the notes that don't work. When you are paying people to write arrangements for your famous quintet, you just tell them to avoid the notes that don't work. When you are preparing a stage performance of almost anything outside of music school and symphony orchestras, you can avoid notes that don't work. One method of avoidance is to take that passage up an octave, hence, "octave flexibility".
