Your $3000 is what he'd need for BBb instruments in reasonable condition, or pretty close to it.
For a thousand bucks, you can get a BBb Conn 20J with a forward bell in pretty good (but certainly not perfect) shape. You might get a really old Eb three-valve compensating Besson for that price, too. Anything with four valves would cost much more.
