Just about everybody that posts a response to this will have their own opinion of who is good or who is better than the other (and it just might get ugly).
It depends on your ability level, the amount of money at your disposal and the area of the country in which you would like to attend college. Your private lesson teacher should be able to give you some pretty sound advice as to what institutions are good. Once you figure out what type of school you would like to go to (and where), find out what you can about the professor and his/her reputation.
With the exception of a few professors, it is more important to find a place where you think you could be happy, and then choose accordingly, rather than going to a school just for the reputation of the tuba professor. There are a few instances where the reputation would be worth the miserable stuations outside the studio, but not many.
There are lots of quality tuba instructors out there, and there are many places where you would be happy. Good luck in your search!
