One thing that hasn't been mentioned is the frequency distribution of the output. A horn that emphasizes the higher harmonics can seem much louder than one that doesn't. I've been astounded how much raw volume one can get out of a little YBB-621 (judged from a distance; being under the bell tells you nothing objective). Of course, it's not the sort of deep smooth buttery sound that one might wish for. Same with a lot of small F tubas--real screamers.

We keep forgetting that human ears don't have a linear frequency response. A contrabasson can be quite loud, but then almost all of the sound is in the higher harmonics.
