I don't think you can look at this as a long term trend. Orchestras do well during booming economies and poorly during bad economies. Orchestras will struggle until the economy picks back up. Obviously there are exceptions to this - some orchestras do poorly during booming times, but as a general trend, orchestras tend to mirror the overall economy.
