Not a website, but if you can find a copy of 'The Tuba Family' by Clifford Bevan its a damn good start (libraries are probably the best bet since the last time I checked it was out of print). 'Brass Instruments, their History and Development' by Anthony Baines is also pretty good. Not to mention the entry in Groves Dictionary of Music...
