Thank you for your comment. I think the tip never has to go above the bottom teeth but a part of the tongue a little further back does strike just behind the upper teeth and then the tongue lowers and stays there for the low notes on the tuba. It might be best described that the tongue arch is lower, rather than saying that the jaw is dropped. Claude Gordon says that since the tongue is the primary determiner of pitch, putting it in the right place will cause the lips and jaw, with practice, to follow it and not the other way around.
