There is no right answer on a global basis. Take a look on the culture you are rooted in.
If you were German you should go for an F.
If you were British you should go for an Eb.
If you were from my country and played a conservatory level, you were supposed to play any of the 4 main tuba pitches, as if you had concentrated on just the one of them.
As you most likely are American, you should have a CC to do your main post-basic development.
The ultimate compromise tuba would be one in D or Db. But the 2 Db tubas offered for sale within the last 6 months have had not easily found a buyer if any.
