Always play the CC first. It gives you a chance to get your chops, fingers, and ears a chance to warm up on something you know "like the back of your hand." The main purpose of warming up on the large horn is to keep your sound large and open. Neglecting the CC to learn F tuba is a mistake. It will cause problems when you try to go back to the CC...it will not feel or sound the same (playing the CC) if you use that approach.

Your practice plan does not sound like a bad idea. I took an almost identical approach when I was learning F and I have been pleased with the results.
