In my experience with academic conferences, it takes a minimum of THREE YEARS with a stable organization (same event at about the same time, preferably in the same place - but at least advertised in the same channels) for an event to become established.
The conference in GA is jsut approaching this threshold, and I think it will succeed.  The regional TECs need time to establish an audience and get on people's schedule.  This will take a firm committment to continue organizing the events for several more years.  This will be painful, and difficult.
The events *will* be small for a few years.
