here in the states, they're called "decals" BUT "decals" are usually water-transfer
in the UK they are called "transfers" and can be "dry-fix" "water-slide" or "varnish-fix",
dry-fix and varnish fix are transferred onto the surface with volatile solvents, or varnish, water-side is, again, like the decals our childhood friends used on their model airplanes. My guess is that the yama-style emblems are dry-fixed with something compatable with the epoxy or (earlier) lacquer (varnish) used to finish them
