Yup. You have crap in your horn. Take out all the slides and the pistons and submerge the horn in warm bath water for a half hour or so, then run a snake through it. You will probably find most of the gunk in the leadpipe and the extracted slides. Don't try taking out the rotar though unless you enjoy making the job more time consuming.

When you are presently taking out the valves to oil them you are only succeeding in temperarily washing off some of the sludge. A few minutes back in the horn and the pistons are becoming contaminated again. Time to clean.
