Doug Elliot does offer a polycarbonate rim for his mouthpieces, at least some of the time, and he is a pleasure to do business with.

A temporary fix that may help you to establish if it really is the silver that is bothering you is to clean the rim extremely well, then paint it with clear (or colored, if you like) nail polish. It will only stay on for a few weeks, but it is easy to remove if you don't like it, and it will isolate your lip from the silver.

Another possibility is that the rim may have accumulated enough scratches that either:
the roughness is irritating your lips as they vibrate against it; or
some scratches actually expose the brass (or copper or nickel flash plating) underneath, and that is causing the irritation.
Since the nail polish will fill the scratches and tend to smooth the surface, it won't
tell you much about the cause of the irritation.
