I have a king of this ilk and like to play it once in awhile...
The question you must ask your self is does it need a valve job....???
There is one cheap way to find out.....
first the valves should be "in line" basically the felts and corks around the valve stem under the valve cap should be in good condition...bad alignment can ruin the best of horns...
then use a heavy valve oil, like a rotary valve oil and oil the heck out of the valves....dont worry about the valves being slow, you are going to clean all the heavy oil off after this experiment...
Now play some tones......does the horn feel and sound better...better in tune??/
if it is like night and day then you need a valve job, about $100-125 a valve at anderson music if i remember correctly
good luck
p s, with that serial number i would guess that that horn is before WWI
