Is there a case included for the $1500? Relying only on your description of the instrument as "average", the price is a little high, but not unreasonable. I have shopped for a Conn 20J and have found restored/overhauled instruments for $1700 to $2200. I have run into excellent used horns for $1500. You will probably hear about $550 horn someone bought on E-bay, but those horns are usually beat up and need some work. Not claiming to be objective, I'd say if it is ready to play with no work, no real obnoxious dents, has good lacquer, you really like it and you can get the price knocked down a bit, buy it. If it is ready to go, not in fair or poor condition, you really like it and includes the two part case, buy it.
