I once knew a trumpet player who had worked on a high note technique involving squeezing the air between the tongue and the pallet. This stricture started the air vibrating, rapidly, and allowed lip vibrations to increase. Very high note were possible with quite acceptable tone. I tried it on tuba and found I could not duplicate his results whether from my failing technique or the physics of a tuba. But one of my hornists learned to do it well. You now know as much about this as I do and the information is reported in answer to a request for pallet - tuba relationship. Ray, I hope you are well enough to drop in and play duets some day.
