You may well be wanting results faster than is reasonable. A good solid low register will take time, and there really are no shortcuts. Assuming that you are working with a good instructor and are taking the time down there, the low end will develop. Sam Pilafian has a hand out which has a great low register workout (simplistic, ridiculous, genius). See if someone at your school has gone to his summer tuba workshop and can give you a copy. While it takes time to build low chops, they go away much faster. Stay with it!
