The way that I saw the most improvement in the low register was to play down there as often as possible, with about 70% of my time down there spent playing fortissimo or louder. This results in much hyperventilation and blacking out for a week or two, but the "trial by fire" method is very effective. If you can play with a player who has a great pedal register, do it as often as possible.
My first teacher had me play out of the Rochut trombone etude book, playing the etudes down 2 octaves. Usually I would work on 3 etudes at a time: two of them down 2 octaves and one down 1 octave. Play as loud as possible, and do it with a metronome.
