As far as I know, there never was a Carl Fischer Complete Arbans for Tuba. There was an abridged Arban-Prescott and possibly a bass clef trombone book, but no tuba book.

The closest thing to an Arbans for tuba before the Encore edition was Bill Bell's Complete Method for Tuba published (and still in print) by Charles Colin in NYC. That had a fair bit of the Arbans material, including some of the solos and duets, transcribed for BBb tuba. A useful book.
