Strauss is fairly specific about which horns to use. If he writes "Bass Tuba" on the part - it's CC, "Tuba" - then F. I believe Also Sprach is Bass Tuba, certainly on the second part (both parts go to the D above middle C so you should have the ability to do it on CC even if you elect to go with F or Eb). I'm not sure about Salome, but I wouldn't be surprised if it was F.
