Not knowing these answers and assuming he enjoys band and will stick with it (since you mentioned he wanted to be a director out of college) I will throw some ideas around.

These are some moderately priced horns that can be bought new or used. There are plenty of other horns too that I've left out of the list but these are reasonable and can be used in college.
