Low Eb is not a "real" note on a three valve tuba. The lowest pitch would be a low E with all three valves. As Klaus mentioned you may be able to get a "false pedal" Eb on the open horn. Again it is not a "real" note on the horn meaning you will not find it in a method book or fingering chart anywhere. Some horns can get them out some can not. You just have to sort of experiment with it and hopefully it will come. Practice is the key. After you try it a few hundred times it will get easy! (I am not kidding.)
