Was it a King? Many King tubas from the past had very tight tolerances and could be press-fit by a slow or lazy employee in order to save time. Once in a while I would take one of these horns apart to do major dent work only to find that the braces had been the only things holding together press-fit joints. There was ZERO solder in the joint and factory laquer covering it. Cerveny had this quality control problem often as well. My Alex had very minimal soldering in one large bow joint, as if it had been tacked into place and then the tech forgot to go back and fill it in. It never leaked, but it made me mad anyway. Oh well; go figure. In order to make a quota, some slower guys will just cut any corner once in a while.

Hope his tuba gets fixed by a pro and not a corner-cutter.
