I don't know of anything that is exclusively in the low register that is recital type material. The Lebedev Concerto is fairly low with a few good low licks. The Low Register Etudes (I think they are put out by Encore music, I can't remember the composers name) are pretty good music is you want to do a quick stand alone etude, which I have heard people do with the Rochut/Bordogni stuff. For the most part, most of the solo lit is not going to stay very low for very long.
