I really don't think you want a tuba with stop arms and bumper plates made of pot metal, and will have other very serious quality issues. I'm not trying to slam anyone's product, just reporting what I've seen in my repair shop.
My suggestion is, if you can find a used Boosey or Besson Eb, or a Yamaha 321 Eb, I think you'd be much more satisfied. I've also played a very nice Amati 4-rotor Eb, and they're not that expensive new. Does anyone know if Weril makes an Eb? That might be a good low-cost option, too. Josef Lidl of the Czech Republic makes a very nice compact 4-rotary tuba at a great price, but they are only available in BBb at present.
