If one has the luxury of a couple of junked out Conn fiber sousa valvesets, the #2 casing can carefully be cut from one and soldered in as the #4 of the other - with the ideal hand fit (curvature of the valves). The two slide knuckles on the former-#2-now-#4 will have to be cut off, ground down, drilled out, and replaced with two (90 degree angled ones) which would be oriented properly.

Of course, this is "major surgery" for the more experienced...but "cheep". (I have one of these set aside for future use...So far I don't need it. I kinda made it up just to see how it would work out.)
