I'd recommend that if the oxidation isn't too awful, that you live with it. To completely relacquer a horn, the lacquer must be stripped, the horn buffed and cleaned (and I mean thoroughly degreased) sprayed and baked.
A spot repair can be performed by removing the lacquer over the spot where the discoloration is occurring, buffing and finishing with some air-dry aerosol lacquer, but you run the risk of the newly relacquered spot not matching the rest of the horn, which may look worse than the spot did originally.
