The photo shows the sort of oxidation that happens to nickel-plating when it is exposed, and not lacquered-over. This is commonly seen on the St. Petersburg tubas, which are nickel-plated and not lacquered.
Perhaps some of the rest of your instrument is lacquered, perhaps not. If you can take your instrument to a good repair shop, they can ascertain what finish you have on the instrument. And, they'd probably be willing to remove the valve levers, carefully buff them, then lacquer them, so that all further hassle is avoided.
