I'd recommend learning bass clef, then learning to read treble clef second, particularly if you want to play in British-style brass bands or Salvation Army bands. With an Eb, it's easy to read Eb treble clef, even if you only know bass clef--just add three flats to the TC key signature and play it as if you were playing BC. Watch out for accidentals---they can trip you up.
But the reason to learn BC as your principal clef is that most tuba literature in the US is written that way.
