Tuba players can do a fine job of performing the orchestral literature with less air capacity than this, but the excerpt list includes quite a few pieces that dictate this much capacity.
Breaking these sustained pitches (or phrases), when done cleverly/tastefully, would not take away at all from a performance, but could well eliminate a candidate at an audition.
I really believe the capacity required won't be nearly the problem for many who work on this exercise compared to the intonation required.
