By the time a player starts adding significant length (2-3, 4, even 1-2, etc.) to a shorter-mouthpipe instrument, you've made the capillary part of the instrument just as long (or longer) as that of a longer-mouthpipe instrument without as many valves added.

Yeah, I know the effect still happens with the other type of tuba, but with a ton of, say, .687" tubing added verses a ton of .770" bore tubing, I believe the difference (assuming the two different set-ups mounted on the same "bugle") is significant regardless of whether the mouthpipe is 14" long or 22" long.
