When I was in High School, I played Dave Barduhn's arrangement of Makin' Whoopee as a bass trombone feature - I'm certain it would work for tuba as well (I think it even says so at the top of the part).
The arrangement is basically a lift of the plunger trombone feature the Basie band used to play (I think Al Grey plays it on the "Live at the Sands" album if you want to check it out), but the solo is moved into the low register. It swings like crazy in the right hands.
Unfortunately, the chart is out of print and a little tough to find. If you're interested, I can look into it - but no guarantees.
