There's no way an instrument should be beaking so often, no matter how it's built.
Find a way to make the players financially responsible. Sometimes money speaks louder than a band director (unfortunately true -- kids should have a better sense of responsibility than that).
I'll agree that you're not going to find a new, full-size, silverplated convertible for that price. Time to start digging for used instruments.
