I would say that the money would be best spent on a nice Conn or King Sousaphone. You can find some great deals (on good old vintage, and sometimes in decent condition ) horns on that world renown auction site that some people like myself are addicted too.

For a marching situation a good sousaphone will put out a great sound better than any shoulder horn. I hated shoulder horns in high school so much I bought a sousaphone for myself.

If you are going to plan on going to a school on a music scholarship then it may be best you practice your sousa marching.

As for a concert horn, you may be able to find a decent used cerveny 686 someplace. Not a bad horn for the price, but new costed me about $3800 with shipping in 1997.
